We study the energy transition in resource-exporting countries, climate adaptation policy in cities and territories, and governance regimes for the ocean, water and forests.
The country is simultaneously planning an expansion of unconventional hydrocarbons and a cleaner electricity mix. The two can coexist, but not without explicit decisions on prices, grids and fiscal revenue.
